Stornoway, in the Outer Hebrides, should see warmer weather with temperatures of around 10C today.
Central London, by contrast, where shoppers will be out in force, will see temperatures of between -4C to -6C.
A Met Office spokeswoman said most of the UK would see temperatures below zero today.
“It is going to be cold but not as cold as it was overnight,” she said.
“The day will be bright with a lot of frost. It will be bright and crisp. It will not be particularly cold on New Year’s Eve if you are out having a few drinks.”
The cold weather claimed a victim yesterday as a driver was killed when his Land Rover Defender left an icy road and hit a tree at Horam, East Sussex.
Emergency services which were trying to get to the scene were hampered by temperatures of around minus 2C (28.4F) and sheet ice.
